TIRUPATI: Chief minister N Kiran Kumar Reddy launched the prestigious Mee Seva programme in the temple town of Tirupati on Friday. Describing it as a historic moment in the history of the state, the chief minister said it was the first step towards bringing about a revolutionary change in the administrative system, so it could be more transparent and corruption-free.
Drawing a parallel between Gruha Pravesam into a newly constructed house and the newly launched development programme, he said it would take some time to stabilise the entire setup.
“We have made every effort to see that there are no loopholes in the programme. Earlier, it would take several days for one to get any certificate, be it adangal or income certificate or a birth certificate. With the launch of Mee Seva programme, the certificates could be obtained within minutes.
We have evolved a charter, which will be displayed at all the Mee Seva Centres. It contains information pertaining to the time taken for issuing different kinds of certificates and the prescribed fee,” he explained.
Certificates and documents will be issued with the digital signature of the official concerned.
Necessary amendments have been made to the Andhra Pradesh Information Technology Rules (Electronic Service Delivery) Act, 2011 to provide authenticity to the certificate or document with the digital signature of the official.” “As of now, we are providing 12 different services under the programme.
The number of services will be increased to 30 to 35 by March 2012.
It will be further increased to 50 by 2013. To ensure that the services are delivered as per the prescribed rules, we are making efforts to bring out the Citizens Rights Act, which will see that if an applicant fails to get the certificate in the stipulated time, he will be paid 10 times more than the service charge collected from him.
From whose account, the amount will be paid, is still being worked out.
It is only to say that we want to make the system more accountable, transparent and without an iota of corruption,” the chief minister said. Pointing out the lacunae in registration of lands or any other property, which has became the root cause of several disputes and court cases, Kiran Kumar Reddy said with the introduction of the new system, it would be mandatory for the registrar offices to verify the authenticity of the records before registering lands and other property.
“The Digital Signature Project has been taken up in Chittoor, Krishna and Khammam districts on a pilot basis and it will soon be extended to all the districts after the entire state is interconnected.
Then one can avail himself of the services from anywhere in the state,” he said.
Every care has been taken to make the certificates issued through Mee Seva temper proof.
Efforts are being made to utilise the advanced technology to provide information pertaining to the availability and prices of farm inputs and market prices of agricultural produce through online in a more easier manner to farmers, he said.
“I strongly believe that these efforts will bring about a revolutionary change in the system,” he said.
